It depends somewhat. I would say yes because the electricity would not have been able to go to ground and arc. Now I say that with this caveat, you need about an inch per 1000 volts or more clearance so the electricity can't jump the gap and arc. If it was an 8000 volt line then he would have needed about 8-10 inches of clearance between him and the train to make sure he didn't get zapped. You see when he was walking along up there he wasn't affected. It wasn't until he gave the electricity a path to ground that it got bad. Guys can work on 230,000 volt lines bare handed as long as there is no place for the electricity to go to ground.
well damn JL..I just learned something new today...I guess I can go back to bed now...LOL. I too laughed when he first grabbed it, but then the little bit of flames from his clothes you could see..geesh...i'm surprised no one went to grab for him after he fell to the top of the train..that is something I could see them doing.
