Did I burn through my clear?

Got a mean scratch on my car today, so I finally decided to do a test on how to take out a scratch (or more like a chip) on my mom's car. She had touched it up before I had gotten to it, so she hadn't filled it in properly (or thinly w/multiple layers) she had just put one big gob!

So after I tried to sand it out, this is the result:

That ring around the chips, is that a sign of no clear?

Thanks in advance for any help!

O and here's a pic of the scratch on my car that I'm gonna try to tackle after I get my technique down...

That is the start of the paint burning.

On the scratch that you're trying to polish out, does it catch your fingernail? If it does, don't bother. It's too deep.

    And invest in a PTG...

I too would have to agree and it looks like the you've burned the clear coat, I did this on my rust bucket Jeep. The colour of the area with no clear seems like a different shade of colour.

hmm...okay so what do you suggest if it is too deep? just leave it alone?

i was thinking of touching up the paint very finely...well within the scratch and not too much. I possibly will try out a chip repair kit (langka?) so that i'll do less sanding.
